With James Gordon on extended leave following a devastating attack by the Joker, the GCPD has split into two warring factions which the media has amusingly dubbed “Laws and Orders.” “Laws” are honest cops like Crispus Allen who don’t have the juice to effect real change in the corrupt system. “Orders” are bent cops like Arnold Flass who have solid arrest records due to their willingness to break the rules. As is usual for Gotham, at present the Orders outnumber the Laws, but thanks to Gordon’s attempts to restaff the system during his previous tenure the balance isn’t as tilted as it could be.
One offshoot of the schism has been the unusually aggressive politicking to appoint an acting commissioner until Gordon returns. While both factions have preferred candidates, neither was able to obtain the backing they needed until a compromise was settled on — acting commissioner Harvey Bullock.
